The road is an existing gravel road that was due for upgrading to a surfaced road.

The route location was done for the whole road (78km) while the detail design was done for the first 28km from Mount Frere. The first 28km for which the detail design was done also includes 5km of mountain pass (Buffalo Nek Pass).

The design was challenging due to the geotechnical problems through the mountain pass that required retaining structures as well as soil nails to stabilize the cut batters. One bridge and several major in situ box culverts were also required.

The project also included the following Drainage Infrastructures: (i) Road surface drainage with the drainage of stormwater runoff; (ii) Subsurface drainage with the interception and disposal of groundwater flows; (iii) Erosion protection measures for the slopes.
