Over the period 1960 -1988 a total of 158 housing estates were built across the Country to provide shelter.
For families made homeless as a result of cyclones. However the housing estates lacked adequate facilities such as roads, water supply, sewerage, surface water drainage and waste collection .
During the years 1990 to 1998 the Phase I the Rehabilitation of Infrastructure Program was launched for the provision of sewerage facilities to some estates Phase II of this Programme has been extended through a Project for the rehabilitation of a satisfactory collection and disposal of sewage in seven housing estates serving a population of 24 000 in habitants.
